When 'just following protocol' produces atrocities. The banality of cruelty in American institutions.

Nobody means to hurt anyone. That's what makes it so efficient.
The agent processing paperwork isn't trying to ruin lives; they're just following the checklist. The administrator denying benefits isn't cruel; they're enforcing policy. The judge signing off on detention isn't malicious; they're operating within legal parameters. Everyone has clean hands. Everyone's just doing their job.
And people die anyway.
This is bureaucratic violence: harm inflicted through processes so diffuse that no individual can be held responsible. It's death by memo. Suffering by protocol. Cruelty as a systems design problem.
The scariest part? It doesn't require bad people. It just requires people doing exactly what they're told.
Traditional violence has a perpetrator. Someone swings the bat, pulls the trigger, throws the punch. There's a direct line from action to harm. You can point to a person and say: you did this.
Bureaucratic violence spreads accountability across so many people that it becomes invisible. The person who wrote the policy isn't the person implementing it. The person implementing it isn't the person enforcing it. The person enforcing it isn't the person who designed the system. Everyone involved can plausibly claim they're just a cog in the machine.
And they're right. That's the whole design.
When someone dies because they couldn't navigate the healthcare bureaucracy, who killed them? The nurse who turned them away for lack of insurance? The insurance agent who denied the claim? The company that wrote the policy? The legislators who created the system? The voters who elected them?
The answer is all of them and none of them. Responsibility is so distributed that it evaporates. Nobody feels personally culpable because nobody personally made the decision. The system made the decision. They just implemented it.
This is how ordinary people commit atrocities without losing sleep.
The most dangerous phrase in American institutions: "I'm just following protocol."
It absolves everything. It transforms active harm into passive compliance. You're not making a choice; you're executing a procedure. You didn't decide to separate families, deny medical care, or reject asylum claims. You just followed the steps outlined in the manual.
The manual is the moral agent. You're just the implementation layer.
This is how child separation at the border happened. Agents weren't trying to traumatize children; they were processing cases according to directive. Detention facility staff weren't trying to create concentration camps; they were housing people according to contract specifications. Judges weren't trying to separate families permanently; they were applying law as written.
Everyone followed protocol. Kids still ended up in cages.
The protocol itself was violent. But the people implementing it could sleep at night because they weren't making choices; they were following orders. (We've heard that defense before. It didn't work at Nuremberg. It works fine in America.)
Bureaucracies optimize for what they measure. And they never measure suffering.
They measure processing time. Cases closed. Beds filled. Claims denied. Applicants rejected. All the metrics point toward efficiency, volume, and cost reduction. None point toward human outcomes.
This creates a perverse logic where harm becomes good. Denying more disability claims means the system is "reducing fraud." Deporting more people means enforcement is "effective." Cutting more people from benefits means the program is "fiscally responsible."
The people being harmed aren't in the spreadsheet. They're not a KPI. They're not tracked, measured, or reported up the chain. They're externalities, costs borne by someone else, somewhere else, in ways that don't affect quarterly metrics.
So the system gets better and better at producing worse and worse outcomes. Faster denials. More efficient deportations. Streamlined rejection processes. All measured as successes.
Meanwhile, people lose homes, health, lives. But those aren't on the dashboard.
Sometimes the cruelty is the point. But more often, it's just cheaper.
Making people re-apply for benefits every six months isn't designed to humiliate them (though it does). It's designed to reduce enrollment. The bureaucratic friction weeds out people who can't navigate the paperwork, don't have time, or make a single mistake on form 127-B(3).
Making asylum seekers wait in dangerous border towns isn't designed to traumatize them (though it does). It's designed to reduce applications. The misery acts as a filter; only the truly desperate will endure it.
Making people prove their disability repeatedly, with updated documentation, new assessments, additional forms, isn't designed to make them feel worthless (though it does). It's designed to reduce costs. Some percentage will give up. That's savings.
This is violence as administrative efficiency. Suffering as intended friction. Cruelty baked into the process because cruelty achieves policy goals without anyone having to explicitly choose cruelty.
You just have to choose the process.
Bureaucracies develop euphemisms to hide what they're doing. Not from the public, but from themselves.
They don't separate families. They "implement consequence-based deterrence protocols." They don't deny medical care. They "determine coverage eligibility per policy guidelines." They don't deport people to probable death. They "return inadmissible aliens to country of origin."
The language creates distance. It transforms human beings into case numbers, applications, and processing units. It turns violence into procedure.
And the people implementing these "procedures" can maintain the fiction that they're not hurting anyone. They're just processing paperwork. Filing forms. Making determinations. The fact that those determinations result in suffering, well, that's unfortunate, but it's not their fault. They didn't write the policy.
They just enforce it.
The language lets them sleep at night. That's its purpose.
When traditional violence occurs, there's a mechanism for accountability. Criminal charges. Civil suits. Punishment. Justice (theoretically).
Bureaucratic violence is designed to be lawsuit-proof. The harm is spread across so many actors, following so many policies, that finding liability is nearly impossible.
Who do you sue when the system kills someone? The individual agent was following policy. The supervisor was enforcing the handbook. The administrator was implementing legislation. The legislator was responding to constituents. The voters were responding to propaganda.
You can't sue "the system." Systems don't have bank accounts or prison cells.
And everyone involved knows this. They know they can't be held accountable because accountability requires identifying a specific responsible party. The whole architecture prevents that. It's not a bug; it's engineering.
This is why bureaucratic violence is so much more dangerous than individual violence. An individual can be stopped. A system just keeps running.
Once you build a bureaucracy optimized for cruelty, it doesn't stay contained. It expands.
The immigration enforcement apparatus developed tools for operating outside constitutional norms. Those tools spread to other agencies. ICE shares databases with local police. Local police adopt ICE tactics. CBP checkpoints move inland. "Papers please" becomes normal.
The welfare bureaucracy developed tools for humiliating and filtering applicants. Those tools spread to disability, unemployment, student aid, housing assistance. Every program becomes an obstacle course. Every benefit becomes a fight.
The prison system developed tools for profitable dehumanization. Those tools spread to immigration detention, juvenile facilities, bail systems, probation. Incarceration becomes a business model applicable everywhere.
Each innovation in bureaucratic violence is portable. Once you've normalized it in one context, deploying it elsewhere is trivial. Just update the manual.
The people working in these systems aren't monsters. That's the problem.
They're normal people doing normal jobs. They have families, hobbies, pets. They vote, pay taxes, recycle. They consider themselves good people. And in their daily lives, they probably are.
But eight hours a day, they participate in a system that produces enormous harm. And they've convinced themselves this doesn't make them complicit.
The agent who processes deportations tells themselves they're just doing their job. The insurance adjuster who denies claims tells themselves they're just following policy. The prison guard who oversees inhumane conditions tells themselves they're just enforcing rules.
They've externalized the moral responsibility to the system. The system is at fault. They're just employees.
This is how ordinary people enable atrocities. Not through malice. Through compliance.
Can you reform a system designed to produce harm? Or do you have to tear it down and build something different?
The optimistic answer: yes, reform is possible. Better policies, more accountability, increased oversight, cultural change. Systems can evolve.
The realistic answer: bureaucratic violence is structural. It emerges from the design. You can swap out individual bad policies, but if the underlying incentive structure remains (process speed over accuracy, cost reduction over care, efficiency over humanity) you'll get the same outcomes.
The immigration system doesn't need better training. It needs a different mission. The healthcare bureaucracy doesn't need friendlier agents. It needs to stop treating care as a commodity. The criminal justice system doesn't need more oversight. It needs to stop being profitable.
Reform assumes the foundation is good and the implementation is flawed. But what if the foundation is the problem?
The terrifying reality is that everyone is subject to these systems. You might not be targeted by immigration enforcement today, but you interact with bureaucracies constantly. Healthcare. Taxes. Benefits. Permits. Every interaction is a potential encounter with bureaucratic violence.
And the same logic that enables cruelty there enables it everywhere. The same diffusion of responsibility. The same protocol-as-shield. The same optimization for metrics over people. The same lawsuit-proof architecture.
You're one form rejection away from losing healthcare. One administrative error away from losing benefits. One algorithm flag away from being denied a loan, a job, an apartment. One agent having a bad day away from being detained at a checkpoint.
The machine is indiscriminate. It processes everyone according to the same cruel logic. Some people get caught in the gears more often (that's not random, that's by design) but nobody is immune.
The cruelty isn't a bug. It's load-bearing. It's how the system maintains itself.
And everyone working inside it is just following protocol.
